Introduction:
Domain name system is the infrastructure of the Internet, so that a stable, reliable operation should take it very carefully. To secure the system, the name space should be consistent, and should not divided or duplicated when introducing any new multilingual system. We should recognize any multilingual system is not only technical issues, but also policy issues at the same time (although we agree the technical issues should take the lead). We will proceed the multi-lingual domain name system carefully and coordinate with other related organizations.

1.The committee agrees to develop a taskforce and mailing list for Multilingual Domain Name (Ideographic) and form a committee(多語言域名協調委員會)
2.We like to invite all the NICs (who are interested in the multilingual domain name service) as the membership (such as: CNNIC, TWNIC, HKNIC, MONIC, JPNIC, SGNIC, KRNIC, NUNIC,..Etc.). At the same time, we are welcome people from companies, institution, or individuals to provide comments and opinions.
3.Regarding for the organization by-law, TWNIC and CNNIC will work out a draft by May at Beijing Meeting.
4.The committee will develop a mechanism to build up a relationship with ICANN and related Internet organizations.
5.Since the domain name database already operated under the member of ccTLD, and the member of ccTLD already recognized by its community and stable operation. We recommend member of ccTLD should be being the core for the organizations. And we we welcome companies, institutions, and individuals to provide comments and opinions.
6.Structure : CNNIC will be the interim chair for the committee

         The working group will be open for public to participate. The interim chair is TWNIC.
